Briant feels that one of the top threats facing cigar makers and sellers is “a proliferation of local regulations in Massachusetts to prohibit the sale of single cigars, unless the retail price of a single cigar is more than $2.50, and to require cigars to be sold in packages of four or more.” He added. “NATO has been working successfully to oppose these restrictions.”

The new regulations could be very bad news for sellers of the smaller, less expensive cigars, like the Tedeschi Food Shops. The chain, which has 190 stores in Connecticut, Massachusetts, New Hampshire and Rhode Island, has seen a boom in the sales of single cigars pre-priced at $.69 and $.99 each. Tedeschi’s Director of Purchasing, Stephen Monaco stated, “Right now our singles and our two- and three-pack cigars represent about 81% of the whole cigar volume. People are looking for value in this economy and are more apt to buy individually than buying at a four- or five-pack price.”?

Monaco has seen a significant increase in the sales of 20-count packs of small cigars. “I believe a lot of that has to do with the price points. You can buy a 20-pack of little cigars for $1.69 or $1.79, when a pack of 20 cigarettes costs you $7-$9 dollars.” This could encourage teens and low-income cigarette smokers to make the switch to the small cigars.

In their zeal to deter minors from picking up the smoking habit, are authorities going too far? While new regulations may discourage some teens from buying the less expensive cigars, they could also make it more difficult for adult smokers to purchase their favorites.
