If it's mold it's usually green from what I understand, and I hear they're pretty unsmokable...however, fine white dots all over the cigar is known as plume, and is from the oils of the leaf and aging, and actually is a good thing, as it's an indicator the stick is well aged...plume just wipes off...mold goes into the cigar...
