If the cigars in question are cuban (probably are, based on your past posts), then the dots are most likely water spots caused when the sun heats up a moisture drop on the growing tobacco and burns a spot on the tobacco. This is VERY normal for cubans, and not a worry.

Get some 60 or 65% beads from Heartfelt Industries for the humidity control. If you have any humidity aids in the humi, make sure they are dry, or take them out for a while and see if that helps. If you are in winter conditions, this too is more normal than you might think I have to add humidity in hot summer months. In winter, i mostly let the beads do their thing, and humidity stays around the rh rating of the beads.
