I keep the cello on until it yellows
Then I torch it. NOT TRUE I still don't torch it right away but I have alot of yellow cello. Specially the cigars from the 50's. I really don't buy cigars that come in celophane anymore. They pretty much all come in wooden containers.

I would definitely leave the cello on. It's all about damage control. Many of my cigars (that have been around for a few years) that have the cello OFF are "banged up" mainly on the foot. Not good in my book. Protect them, keep the cello on.

I leave the cello on but cut it flush at the foot. This way I get the best of both worlds. The cigar get's to breath yet the wrapper stays protected in cello.
