shipping butane

I have received shipments of butane from a bunch of different vendors, but one particular vendor will only ship butane, parcel post. Even though the rest or order goes ups. I do understand butane has to go ground, but if it is going ground why separate.
I have received butane from florida, california. I get black powder shipped ups and ammunition.
This vendor tells me its the law on butane. If this is true, is it also the law it has to be sent parcel post, as oppossed to first class mail?

That is common, I have always recieved it seperate from my regular orders when I have bought butane. I have gotten it from a few place and not all of them cigar related.
