One way to help the RH recover is to have plenty of air flow over the evaporator (the cooling plate in the back of the wine cooler). This plate is where the moisture is going. When the compressor is on, the surface of the plate is colder than the dew point, so water collects on it, sometimes forming a layer of frost. Lots of air flowing over the plate will reduce condensation while the compressor is running, and speed the evaporation of the water that does collect, restoring proper humidity. If water collects on the evaporator, then drips into the drain pan, that moisture is lost and must be replaced.
You could build a singles drawer that protects the cigars from the frequent fluctuations typical in wine coolers. Or, use the wine cooler for boxes only and keep your singles in a desktop humi.
