Anybody here ever bought cigars from a JR dutch auction? Are these just substandard smokes they want to get rid of, or can you catch some good deals?

As with all auctions, it just depends on what they're offering at the time.
I've seen from pretty nice smokes go for stellar prices on the Dutch Auction. Worth keeping your eye on. That being said, the do good deals seem far apart with mediocre smokes thrown in between.
