I guess this is because Cuba is in need of funds and try to move their assets out as soon as possible, and storing/aging/fermenting tobacco leaves more than needed is probably considered unnecessary when they sell all they can produce as it is.

Also might have something to do with barn-fulls of tobacco getting thrashed by hurricanes every year. They probably prefer to roll it and get it sold than let it sit around for years and possibly get taken out by a hurricane, wasting time, money, labor and storage space. Other tobacco-producing countries don't really have that problem, so they
can store all of their tobacco in a practical way for years and years.

As far as the sick period, there are guys who
have experimented and are experimenting with "power aging" cigars that are crap fresh and excellent with comparitively minute amount of aging, and yes, it involves raising temperature and humidity and increasing air flow. This is for short-term, obviously. Cigars that are very good with years of age do much better in a lower humidity, lower temperature and very low air flow environment.
