Ultimately it's what works for you, personally I dry box my cigars just before smoking so the wrapper tends be a bit drier than usual so wetting it prior to cutting keeps it from unraveling.

Dry most of the time but if the cigar looks a little dry and/or is a more expensive/rare cigar, I will wet it slightly. If you wet it too much, there can be problems...

Doh! Never crossed my mind. Course, I can't remember the last time I smoked with someone who didn't have their own cutter. Next time I do though, be sure I will ask to see blood work!

Wet, just to prevent any little splits, particularly torpedos or belicosos. Probably much to do about nothing in most cases. Have read where the major blenders, manufacturers, Cubans etc just bite it off. Some of us are using $50-$100 cutters to get it right, and the people who are the real deal just bite them.
