Dry. Wetness doesn't come into play until I light a cigar.

I put the cigar in my mouth and when just a bit moist I cut it. For this reason I never let anyone use that same cutter. Good Thread.

Interesting. Recently when cutting my cigars a few have frayed on the end after the initial cut. I will try wetting the end and see if this helps as getting the tiny particles of wrapper in my mouth isn't the most pleasant experiance.
