what does strength mean

This might sound like a siily question.

but after reading lots of description of cigar either on the brand websites or cigar reviews where they describe it either as mild or medium to strong

And then some are described as really strong and not for beginner.

My question is are we talking nicotine?

Or are we talking how much flavor you get and why would a strong cigar not be good for a beginner if you do not inhale?
