My vote goes for Cigar Inn. Great staff and lounge. You can bring your own drinks and even order take out to their location. They seem to have food from next door too, but while I was there I ordered food from a takeout place.

I was in the city last Monday night for a Rangers game. I stopped into D.P. Cigars on W. 30th St between 7th and 8th Avenues. All the cigars are rolled on site, so if you're into freshly rolled cigars, give them a look. They're also cheap. I picked up a 4 pack of a med-full robusto maduro, and a single of the same cigar in a natural wrapper for a total of $15. Smoked one of the maduros last night, and while it wasn't what I would consider a "great" cigar, it was pretty good. Definitely a good value for your money. And you can smoke there as well.
