I'm a mod on another site, and something else that's come up is how a site is listed. We've had problems with some of the nanny filters blocking us because someone posted a few pics of girls in bikinis, claiming our tech site was an adult site because of one thread.
 A few of these block-list sites have pretty low standards of what constitutes 'Adult', and the reality is that once you get on those lists the forum will lose viewers. Most forums can't afford to lose viewers, and advertising revenue.
