Lets see,

My guess is it goes in a backpack with a Kevlar outer shell that has tritium straps. You fill the backpack with enough cigars for 24 hours of non stop smokes, a bottle of fine wine and a few snacks. You fill the white tubes with your latest humidor juice and plug in the fans. Once the fans reach maximum velocity you light the center slit with a triple torch lighter you got from Rob and you hold on until you reach the edge of the atmosphere. You light a cigar and orbit the plant while holding a banner that reads "fear not, shilala is here".

As you ponder what to build next you circle the globe in search of your next inspiration.

It is just then you realize, crap I don’t have a long enough extension cord.

Am I close ?

I'm just going to combine all of them into one.
one tube holds beads, one rehydrates them, and the other is a cooling system.
you fill through the slits and the fans also serve to circulate air.

They are going to be more or less permanently immersed in water (not up to the fans though) which is why it's PVC. I get the fans blow downward.

Is it some kind of bubbler for a fishtank?

Or maybe fill with dry ice and have the fans blowing the fog around, to put in the back of your garage so you can have cool effects for your garage band?

Okay, yes.
It's a humidifier that I will use to condition beads. I might add a hygrostat later on when I find one that isn't total junk.
But you guys haven't hit what's going in it.
