My feeling on this is: A long time ago, government figured "hey, we can't tax 'em all." They also can't keep track of them all. So, they figured out what the two most plentiful, popular, and taxable drugs were, and they began regualting and taxing the sh*t out of them. Those two are: Alcohol & Tobacco!
If they could monitor and tax ALL production of marijuana, as well as other drugs, they'd legalize those and tax them too. Of course I'm not talking about the tough stuff (Heroin, Cocaine, etc.)
