Wrapper Discoloration Question w/Pics

I got a 5-pack of Carlos Torano Exodus 1959 Perfecto's yesterday and one of them has a different colored foot on it. I appears that they wrapped the foot in a totally different wrapper. I am wondering if this is something that happens once in a while or if this is an oddity?
