in Toronto, that would be classified as a work vehicle and thus still subject to the city smoking ban which includes all places of work.

No lie, my brother-in-law had this idea. Not as nice and not for specifically for cigar smokers. But the same premise. His idea came about in the winter when Chicago’s ban came into effect. He wanted to drive around and sit in front of bars and charge for people to come in out of the cold Chicago weather and smoke inside a van with seats.
