Seeing as how there's like 5 that didn't use, that's a little broad...Nixon, Eisenhower, FDR, Hoover, Coolidge, Harding, McKinley, Cleveland, Harrison, Arthur, Grant and more were all users and all of them were either bad or lame duck/ineffective presidents. Character is another thing altogether
