Love the Chiminea suggestion, those things are truly amazing. Barring that, smaller smokes are going to be key. Now you say cold, but you're in NC for goodness sake, so it's not going to get THAT cold. A PC was already suggested, and I concur.

If you're a full-bodied guy, here are some budget-friendly PC suggestions:

Propane heaters are the way to go - a lot cleaner buring than kerosene and a wood burner. Plus the fuel is easier to access! You can get a patio heater - either the tall one or the shorter version which work well in those temps however they do struggle a bit under 45-degrees. You can also get propane heaters, like the Mr. Heater, which is what I use up north when I'm in the boat house or ice fishing. You can get the Big Buddy or Portable Buddy, either of which will give you 100's of hours of use. They work GREAT and kick out a lot of heat, yet they are portable and take up little space. You can get the Big Buddy from Northern Tool for $120 and it will heat your whole porch and keep you comfortable while you enjoy a stick or two. You can also check with your local home building store as they may have them too.

Get a flask of bourbon, a down jacket and any of the suggested short smokes above and you will be fine. My short stick choice: DPG Cuban Classic 1952.

A little propane heater and you're good to go. Electric heat would take too long to keep you warm, but a little propane heater would be the way to go (or and elect. blanket). A little chair, table and your laptop and you're good to go.

You could turn the porch into a smoking room. Put a heater in and maybe and exhaust fan. You could put in some chairs and a couch. Maybe a TV set.
