While I will agree that we shouldn't blow smoke in people's faces, this is not that kind of problem. IF the smoke is seeping into her condo, the condo association needs to do a better job of insulating her condo. When he is outside and not making an attempt at blowing smoke in her direction, she's on her own.

I have a similar problem in my neighborhood. My neighbor keeps smoking his cigars on his patio and the smell keeps coming over to my house. I have been fighting back by blowing my smoke into his yard.
