Vinegar seems to remove smell from anything, so you might try a bit of that (although you'll want to wash it out with shampoo shortly after). I myself have short hair, and have never noticed.

maybe try leaving the shampoo in your hair for a while and rinsing it out at the end? i've never noticed a lingering cigar smell in anything after a day.
