You cant do police work with full metal jackets. If you do not understand why, just ask, and I will explain.

One thing if you are using full metal jacket cartridges, like is required in the military by internation agreements,is that the cartridge is made to go high speed and go through the target. (I am trying to simplify this. )
It is fine for rifles like the military nato round, that depends on high speed to take an enemy out. (.223) In iraq it was not a great round and we used the ak,s whenever we could find one, but you carried less ammo.

So LIke the adamo thing in new york, a guy in an apartment building small entranceway, a small room with a door to get in and then another door to get into the building, when the four officers shot at him , the bullets went right though him and he didnt go down.

We are taught to keep fireing till the threat is no longer. If the officers were firing their 9mm plus p semi jacketed holly points, it wouldve expanded and he would have went down. There is sometimes no way with a full metal jacket that you knwo you hit your target.

Also if you are firing and there is a slightest chance a bullet can go through their intended target and hit an innocent bystander, this will usually not happen with a hollow point.

So after that incident, the good people of new york, who said jacketed hollow points were cruel, immediately wanted us to go back to them after the inciddent.
hollow points expand when they go into flesh, and cause a more severe injury.

I hope this rudimentary explains the situation.
Now if were were allowed to carry proper .45 sidearms, it would be a different story.
