Cigar Strength Question

Back when I was first dabbling in cigars, about ten years ago, I'd heard this as well, so I refrain from using the word "strong" unless I mean harsh. I'm certain this is addressed in The Complete Idiot's Guide To Cigars. Offhand, it's the only place I can remember seeing it in print.
