In most cases, the screening works, and people are matched with the pet they are most suited for and can give a proper home for.
Some simply cannot handle owning the pet. That said, if they cannot care for the pet, they may not be able to choose the proper home for the pet themselves. I bet the agency rolls over and gives the dog to the family, and I truly hope it is a good home.
