There is only one, sure way to solve this problem that I can see. It is very obvious that ALCHOHOL must be banned in St. Louis. Perhaps, even, the whole state. I mean, someone could get drunked up outside St. Louis and drive in to town. So, yep, I think a state-wide ban on booze should solve many problems.
