Yeah, unfortunately you need to set a new breaker and pull a new wire.
Any other way will just cost money and create a pain in the ass and you'll end up paying in the end. At this point I'd probably just buy the old lady a new teapot so she forgets about the instantaneous water heater. (I have a big old Bunn commercial coffee maker on the counter that has a hot water spout that the girlfriend and kids use all the time to make hot chocolate and tea.)
