Probably just a proxy server banning the category, not an explicit block. The net nannies often block sites according to category, and usually a considerate, good argument will get the specific site unblocked.
Run into this problem a lot with health sites that have names that are misconstrued as sex sites, etc.
No big deal, and the networks have the right, since they also have liability. I blocked most P2P stuff for Universities to keep the RIAAA off their back.
I am brutal about what I advise blocking now, since I figure at work you have no right to surf and waste company time.

CS was banned at my high school, which was Catholic. At school, the only things banned are torrent files, but we have a bunch of computer scientists here and it doesn't stop anyone
