Looks like a crude crossbow of some fashion. Either that or its to protect yer self from vampires.

Correct. A cross bow with bamboo arrows. It may be crude, but the locals use them to good advantage. It'll shoot a bamboo arrow/bolt so deep into a hardwood tree, you'll likely not be able to pull it out. I eat more than one meal where the meat was provided by a Laotian and his cross bow.
