California sends a smaller percentage of high school students to four-year colleges than any other state but Mississippi - a trend that experts blame on too few counselors, teachers and college preparatory courses, a new study says.

*and Cali Law makers take away smoking rights, so what's the point of trying.

This is just one of the many reasons I moved from California. I have two children, only one of school age prior to my move. In my daughter's K and 1st grade classes, the teacher(s) had to instruct in both Spanish and English. I think this is detrimental to the children who have a grasp of the English language. Valuable instruction time is lost when a teacher has to spend time translating.

This problem exists in high school as well, where you'd expect the students to have sufficient comprehension skills necessary to pass courses at the high school level. There is not enough space in the ESL (English as a Second Language) classes, so many students are placed in regular classes.
