I think it is because as you move your head in and out your eyes are trying to accomadate (focus) on the dot. So the broken circles appeare to move when in fact it is your eyes focusing.

If you hold a pen about a foot in front of someone and have them stare at a spot on the wall than switch to the pen you will see thier eyes dilate/constrict as needed to focus.

So kids here is the lesson: when you hear on the T.V. medical shows that the eyes are Peala (Actually PERRLA)
it stands for Pupils; Equal, Round, Reactive to Light, Accomadate. thanks for listening.
