Frank is Letting Me Down at the End

So I've been using Frank's Method for about a week now. I've been able to pack it well enough so that after the initial three or four lights, I can smoke solid for about a half hour. Then it goes out. And it stays out. there's about a quarter of the bowl left to smoke, and I want it all. What am I doing wrong?

I figure it's the initial fill before I put in the packet that isn't burning. How do I know if it is too loose or too tight?

I will add that I've only been smoking the one pipe with the Frank Method. Could this be the problem?

The Frank method leaves a pocket of air at the very bottom, thats one of the reasons it supposedly works so well. You can tamp it (harder) when it reaches the bottom of the pit, that might collapse the baccy and ash and allow you to smoke it all the way down. It may backfire and give you a hot n wet end to the smoke, however.
